From September 18 to 22, delegations from six universities visited China University of Petroleum (East China) (UPC), including four universities from Russia—Kazan Federal University (KFU), Kazan National Research Technological University (KNRTU), Kazan State Power Engineering University (KSPEU), and Almetyevsk State Technological University (ASTU), as well as Satbayev University (SU) from Kazakhstan and National Technological University (UTN) from Argentina.

On September 18, Vice-President Dai Caili met separately with delegations fromSUandUTN. The two sides briefed each other on institutional histories and academic strengths, exchanged views on potential areas of cooperation, and reached consensus. UPC will work with SU to develop student exchange programs, including summer schools and joint dual-degree programs. UPC will also welcome undergraduate students from SU to take specialized courses and receive master’s and doctoral students from SU to conduct research in UPC laboratories. With UTN, the two sides identified cooperation directions, including joint student training, the establishment of joint laboratories, faculty and student exchanges, research collaboration, and short-term programs during winter and summer breaks, thereby promoting practical cooperation.

On September 21 and 22, Vice-Presidents Dai Caili and Zhou Peng met successively with delegations from ASTU,KNRTU,KSPEUand KFU. The parties held in-depth discussions on topics including joint student training and dual-degree programs, the establishment of joint laboratories, faculty and student exchanges, joint applications for bilateral and international research projects, summer and winter schools, and short-term exchange programs. They also exchanged views on research areas such as gas field development, enhanced oil recovery, intelligent oil and gas fields, and industrial biotechnology, and agreed to further expand cooperation in their respective areas of academic strength. During the meetings, the two sides also focused their discussions on matters related to the 15th Anniversary Forum of the Association of Sino-Russian Technical Universities, themed “Engineering Education and Scientific and Technological Development in China and Russia: Addressing Global Challenges.”

On September 23, delegations from the four Russian universities attended the Shandong Province–Republic of Tatarstan Education Exchange Event. On behalf of UPC, Dai Caili signed a Memorandum of Understanding on inter-university cooperation with KSPEU and delivered remarks as one of the representatives of Chinese universities.
The four visiting Russian universities are members of the “China-Russia University of Technology” Cooperation Framework. The years 2026 and 2027 have been designated the China-Russia Years of Education. As one of the first major events under this initiative, the 15th Anniversary Forum of the Association of Sino-Russian Technical Universities, themed “Engineering Education and Scientific and Technological Development in China and Russia: Addressing Global Challenges,” will be held in Kazan, Russia, in November 2026. UPC, together with relevant Russian universities, will jointly lead the organization of a parallel session on “New Technologies in Oil Production and Petrochemicals.”
